JACKSON, Wyo. — The Jackson Town Council and Board of County Commissioners began discussing the details of the future workforce housing development on the recently acquired land at 90 Virginian Lane during a Joint Information meeting Monday.

Affordable Housing Director April Norton asked the elected officials questions to inform the vision of the development so she can begin crafting the “Request for Proposal” (RFP) details for the approximately five-acre parcel adjacent to the Teton County Library, formerly the Virginian RV park.

The Housing Authority purchased the land using Housing Supply funds, which is a combination of SPET, mitigation fees and general fund allocations.

Norton asked about rezoning the property and opportunities for shared parking at the library, maybe through a parking garage. The Council and Board agreed that the site should include a mix of rental and ownership units, with a minimum of 150 units, and the RFP should include “incentives for developers to accommodate multigenerational families, seniors and adults living with disabilities.”

They also discussed affordability, connecting the pathway system through the property and creating an east-to-west road through the site, along with adding environmental incentives for the developers to the RFP.

Norton explained that it was likely the first of many discussions before an RFP is released and that she will create a draft RFP for the September meeting, based on the discussion.

Two more joint information meetings on the topic are scheduled for September and October before an RFP is released to developers. The proposed timeline is to release the RFP in October. Responses would be due in January 2024, developer selection would be made by March 2024 and groundbreaking on the project could begin in the summer of 2025.
