JACKSON, Wyo. — At a Sept. 16 Planning Commission meeting, the Town of Jackson Planning Commission approved a development plan for a new 51,970-square-foot residential building located at 230 West Simpson Avenue and 235 South Millward Street.

The building, which will be broken up into four different structures and one shared underground parking area, would result in a product mix of 35 units: 15 short-term rentals; eight market-rate units; nine workforce units, and three affordable deed-restricted units.

All of the parking for the proposed buildings would be below-grade — meaning underground — and more parking spaces are planned than are absolutely required by design standards.

The Design Review Committee (DRC) unanimously approved the plan at an Aug. 12 meeting.

During discussion, Planning Commission Vice Chair Laura Bonich raised a concern about the 2-for-1 bonus. She worried that including standalone storage and hallways into the workforce square footage would generate more market-rate housing space than the actual livable workforce housing provided. Staff shared that hallways and standalone storage should be exempt from the 2-for-1 calculation.

Other discussion centered around the potential to expand the alleyway. The conversation also expanded to talk about general rules regarding alleyway usage in projects, given the number of projects being presented that depend heavily on alleyways.

Ultimately, the plan was approved with conditions, including confirming 2-for-1 floor calculations are consistent with past development projects. The next step is for the plan to be presented to Town Council, although the date is not yet determined.
