JACKSON, Wyo. — The Virginian RV Park will operate for another summer on the 90 Virginian Lane property, ahead of the planned affordable/workforce housing development slated to break ground in 2026.
Housing Department Director April Norton presented the ground lease agreement for the summer to the Town Council and County Commission, which received unanimous approval, during their Dec. 10 Joint Information meeting.
The Town Council and County Commissioners selected Pennrose LLC. as the developer for the affordable/workforce housing project and recently approved a ground lease option agreement with Pennrose, laying out criteria the developer must fulfill before the 99-year ground lease is issued.
Pennrose has agreed to build a minimum of 200 permanently deed restricted units spread across on the property. Their designs, which still need approvals through the town planning department, include a parking garage, dedicated green space and multiple buildings to house the units.
Because the town and county agreed to a ground lease option agreement, the Housing Authority retains control over the property until the outlined criteria for the developer are met.
The lease between the Housing Authority and the Virginian RV Park operators will begin immediately and run through Oct. 15, 2025. According to the staff report, the suggested lease fee is $500,000, payable in separate installments. Taxes on the property are $93,223.58 this year, and the Housing Authority is responsible for the property taxes until the ground lease is issued to Pennrose. The remaining revenue from the RV park lease can also be used to fund the project.
According to the staff report compiled by the Housing Department, this winter the property will likely be used for snow storage and parking for two Virginian Hotel vehicles.
Pennrose is expected to break ground in the spring of 2026.
