According to the town, the FY23 budget is focused on five community priority areas including core services, the environment, health & human services, multimodal transportation, and affordable and employee housing.

The town manager, department directors and staff spend about 800 primary staff and 1500 organization-wide hours during the annual budget process, according to the town council’s staff report.

According to the budget, the General Fund Budget for FY23 is $39,612,625, a $10.6M
increase over FY2022 estimated expenditures.

The surplus in reserves in the general fund will be directed to capital projects dealing with inflation and high construction costs including $18 million for the core maintenance facility, $6.5 million for the Rec Center and a one-time transfer of $9.6 million to the Capital Projects Fund for several major projects. In addition, $11 million will be directed to support START buses.

The budget includes 4.2 new full-time equivalent requests including two new operators in the Public Works Department, a senior deputy town clerk and one full-time community service officer at the Animal Shelter. It also includes a 3% wage increase for town employees.
