March 11, 10:10 p.m.
Sgt. Ruschill and Officer Proctor responded to the area of “The Building Formerly Known as Kmart” for a report of a man passed out behind the bus stop. JPD always treats these as possible medical problems, so Sgt. Ruschill made sure EMS was standing by. When they contacted the man, he was attempting to lean up against the building. His pants were wet, his shirt was wet, and he appeared to have been lying in the snow next to the building. He did not need EMS. When asked for his ID, the man presented his Starbucks card.

Sgt. Ruschill noted an empty bottle of Jack Daniel’s and the ground. With all these facts in mind, Sgt. Ruschill arrested the 25-year-old Cleveland, Tennessee man for Public Intoxication.

March 12, 2:27 p.m.

March 16, 12:13 a.m.
Officer Shreve responded to a report of a suspicious person lurking around a business. When they arrived they found the man, who was standing at the top of a set of stairs with his hands in his coat pockets. That never goes well with cops.

“Police officers like to see people’s hands,” Lt. Roger Schultz explained. “Why? Because if someone is going to hurt or kill us, they’re most likely going to use their hands.”

The man briefly brought his hands out, but then put them back in his pockets where officers couldn’t see them. He wouldn’t follow commands, he wouldn’t show his hands, and barely acknowledged the officer’s presence. Officer Shreve went to put hands on him and bring him down the stairs, but the slick conditions caused everyone to fall and they ended up at the bottom of the stairs in a pile. Fortunately, no one got hurt, but the 39-year-old, La Palma, California man was arrested.

March 16, 7:48 a.m.
Officer Lancaster responded to a disturbance. It was reported a woman was trying to kick the door in at her ex-husband’s house. Lancaster arrived, calmed things down, but learned the woman had driven to the location while intoxicated. The woman refused to perform field sobriety testing, but there were enough indicators to prove she was intoxicated that Officer Lancaster arrested the 47-year-old Jackson woman.

March 16, 7:32 a.m.
RO White responded to a report of Harassment. The victim alleged she was receiving threatening messages from the suspect. RO White was not able to prove a crime at this time, but she did talk to the suspect to make sure he knew he needed to stop or face future prosecution for stalking. The incident was documented so if the behavior continues police can use it for prosecution purposes later.
