JACKSON, Wyo. — The Design Review Committee (DRC), a non-elected recommending board, met on Aug. 10 and reviewed a number of proposed new developments within the Town of Jackson.
The committee can choose to approve, approve with conditions or continue items to a later meeting. The committee recommends approval to the planning director and offers design suggestions to the applicants. Plans can be considered to be at the conceptual level and usually need to be approved by the Town Council prior to building permits being issued.
Dollar and Thrifty Car Rental: 345 W. Broadway Ave

The two existing structures where the Dollar/Thrifty Rental Car businesses operate, both built in the 1970s, are being proposed to be replaced.
The first proposed structure is a two-story office building and the second structure is a single-story wash bay located in the back half of the site. After the new buildings are completed the applicant will demolish the two existing buildings will be demolished, this will allow Dollar and Thrifty Car Rental to operate during the redevelopment.
The DRC moved a motion, recommending approval to the planning director.
Hotel Jackson: 135 N. Cache Hotel Jackson

This is phase two of Hotel Jackson, located adjacent to gaslight alley. The new portion of the hotel will include additional hotel rooms, retail space, a restaurant, a gym and underground parking. The DRC approved the design with conditions such a using the lighter concrete option and scaling down the deck pillars.
The Loop: 1050, 1060 and 1080 South Park Loop Rd.

The Loop is a new four-story apartment rental housing project with 228 total units within two separate buildings. The units vary from 400 square feet to 1,200 square feet, with 157 studios, eight one bedrooms, 36 two bedrooms and 27 three bedrooms. One hundred and five of the units are proposed to be workforce deed restricted, one affordable workforce unit and 122 market-rate units.
According to the DRC packet, the combined properties total 2.08 acres or 91,040 square feet with an allowed base floor area ratio (FAR) of 0.40 or 36,416 square feet. The applicant is planning to use the 2:1 workforce housing bonus to exceed the base FAR. The total habitable square footage is 165,960 sf. The fourth story will be 100% deed-restricted.
The DRC chose to continue this item to a later meeting, due to issues with design elements, namely the fourth story.
Flat Creek Apartments: 400 W. Snow King Ave.

The committee approved the final design review for the new 100% deed-restricted housing project. The property about six acres and is owned by the Town of Jackson and the new housing project will take about one acre of land on the easternmost corner of the property.

The three-story building will create 48 rental units. Twenty-four one bedrooms, 12 two bedrooms and 12 three-bedroom units. Units range in size from 480 square feet to 791 square feet. A total of 110 parking spaces are proposed that will serve not only the new housing development but also the existing Parks and Recreation building to the west.
The Town Council will have a workshop on this item on Aug. 15, during their Special Town Council meeting at 9 a.m.
Three-story mixed-use building: 665 S. Cache St.

The DRC reviewed the three-story mixed-use building for conceptual review. The proposed project is on three lots across from Phil Baux Park, the base of Snow King, and would redevelop the parking lot. The building will include office space and residential and short-term rentals. The project will include deed-restricted units to utilize the 2:1 workforce housing bonus to exceed the base FAR for the property.
