CHEYENNE, Wyo. — A three-year investigation into a local drug ring has come to a close and landed five participants in prison, according to a Friday press conference by the United States Attorney’s Office.

Darin Smith, United States Attorney for the District of Wyoming, said the investigation yielded about 22 pounds of cocaine from five people between November 2023 and April 2025. Smith said the men were trafficking drugs from Arizona to Teton County, Wyoming, and Teton County, Idaho, in partnership with the Sinaloa Cartel based in Mexico.

“These were bad actors and they had to be taken off our streets,” Smith said.

Smith named Oneil Findley, Marlon Forrest and Cesar Torres-Cazares as part of the operation, as well as Saul Garcia and Jose Ramos of Irwin, Idaho. In the distribution operation, cocaine had been funneled into the Jackson Hole area both by car and by mail, which led to the involvement of the United States Postal Inspection Service as well as the Drug Enforcement Agency in the investigation.

All five men were sentenced to imprisonment; three of the five were said to be in the country illegally, and they will be deported following their imprisonment.

“If you are a bad actor poisoning our kids and weakening our communities, don’t even get on our roads, because we are coming for you and we’re gonna lock you up,” Smith said.

The Wyoming Division of Criminal Investigation, the Teton County Sheriff’s Office in Idaho and the Idaho State Police were also involved in the investigations. Smith noted that the most recent sentencing in the case was determined earlier this month.
