JACKSON, Wyo. — The Design Review Committee (DRC) revisited the Mogul Capital project on North Cache Street at a Sept. 9 meeting, which is ticketed as a roughly 224,000-square-foot, five-building hotel, condominium, restaurant and bar project that will span nearly three acres. The committee centered much of its conversation about the project around whether or not the scale of the development would match the pedestrian-oriented character of the sketch plan.

The project’s size and housing proposal are shaped by two separate policy timelines. The back-and-forth over the Mogul sketch plans involved the 2024 moratorium on large-scale commercial development.

Separately, because the 2-for-1 bonus application predated a rule requiring workforce units to remain onsite, Town council allowed the project’s workforce housing requirement to be off-site at the Loop.

The committee liked how the updated plan improved street-level activity by adding more retail space, and they also praised the simplified and more cohesive materials of stone, timber and concrete.

Some members said that the lobby building had “crept back towards the heroic level” seen before sketch plan approval.

Ultimately, the DRC opted to discuss the plan again and passed a motion for continuance, due to concerns that several design elements made the project feel too monumental at street level.

In the agenda packet, the vision statement that guides the projects states that: “The guiding vision for the Town of Jackson is to create a vibrant urban village to improve the quality of life and physical environment for both residents and visitors alike. The emphasis is on encouraging development that is economically, socially and ecologically sustainable.”
